Why not get it straight from the horse's mouth?  Try ftp anonymous
"stoud.atd.ucar.edu".  The software, along with a user's guide is in
pub/netcdf.

In the future, you may want to use Archie.  Other netcdf sites are listed
there.  (I saw "ftp.germany.eu.net" pub/network/inet listed.  You may want
to try this first, because it is in Europe.)

Actually the horse's mouth is the directory

   ftp.unidata.ucar.edu:pub/netcdf/
