There used to be a book out called "File Formats for Popular Software," or something   
close to that.  I haven't seen it lately, but an inquiry at any major book chain (or   
"Books in Print") should show it if it's still around.

Try the "The File Formats Handbook" by Gunter Born, ITP 1995.  It's a big,
thick book, and costs US $87, if I recall.  Definitely, a reference book. 
It had lots of spreadsheet formats, but I do not recall anything for
statistics packages.  I assume that SAS refused to tell?

There weren't too many answers, but the majority of them suggested the
books by Guenter Born, appearing at Addison-Wesley. German titles are
"Referenzhandbuch Dateiformate", "Dateiformate Programmierhandbuch", "Noch
mehr Dateiformate". An English title seems to be "The File Formats
Handbook.

IRIG formats *are* simple.  There are a number of related formats. 
Probably the easiest starting point is a manufacturer of timecode
generators, such as Bancomm division of Datum, Inc.  They have a web page:
"www.datum.com".

IRIG means "Intermediate Range Instrumentation Group", who are or were
telemetry folk.  I don't know if they still exist, but the library's
reference book listing associations may help.
