What happened last month in Geneva at WRC07?

Abstract:

Cycles of international spectrum regulatory activity culminate in quadrennial World Radiocommunication Conferences like that in Geneva during October and November of this year. These large (~2000 delegates), month-long, UN-sponsored gatherings formulate an international treaty which sets the highest-level agenda for long-term cooperative spectrum use. The 20 or so items slated for action at WRC07 contain several which impact radio astronomy. I'll summarize what was decided, the implications, and which issues were put on the agenda for WRC11, but only after giving a brief travelogue illustrating the character of the meeting and the host city.
