Wilson, A. Wootten, M. Yun 1. Minutes and Matters Arising. The minutes of the last teleconference were accepted. Efforts will be made to speed up the review and posting process. On polarization, R. Crutcher said that the issue had been discussed in a conference call, but that the scientific polarization specifications cannot be easily translated into engineering specifications, or conflict with other design specifications or requirements so that it did not seem useful to have a separate section for the Project Book. As before, the passband calibration scheme would be advantageous if implemented. D. Emerson mentioned the possibility of a beacon located on a mountain in the Chajnantor area. K. Menten asked whether there could be an implementation of the Hamaker scheme, but R. Crutcher said there were practical problems (since the telecon, Tan has invited Hamaker to address the ASAC on this). J. Welch asked about the European proposal. P. Shaver said that it had been completed; the science case should be available to ASAC members, and he would check on the availability of copies of the entire document. 2. Feb. 23-24 Face-to-Face ASAC Meeting in Florence The agenda for this meeting was discussed, and the following was proposed: *ACA design + simulations Speakers: Guilloteau, Wootten, Baars *toward a three-way partnership; prioritization of enhancements Speakers: Brown *phase II management structure, process for implementation, operations and science operations concept plans Speakers: Rafal and Kurz *configurations, site issues Speakers: Guilloteau, Wootten, Yun, Sakamoto, Bronfman *receivers: report from Tucson PDR + production planning Speakers: Wild *WVRs Speakers: Wilson, Richer *(future) correlator Speakers: Chikada, Baudry, Wootten *software Speaker: Lucas *status report on antennae Speaker: Baars, Rafal *outreach Speaker: Wootten, Shaver *polarization Speaker: Crutcher *ASTE and AST status Speakers: Kawabe, Menten *Calibration Speakers: Guilloteau, Welch 3. Connection of Working Group Chairs to ASAC It was agreed that close connections to the heads of all working groups are important, and that they should be invited to participate in specific ASAC meetings as appropriate. The SSR chair, R. Lucas, will be invited to the Florence meeting. 4. Project Book D. Emerson announced that, from about the end of January, the Project Book will be officially under change control. Any significant changes will then have to be reviewed by a “change committee”. 5. Budget Constraints in the 3-Way Project R. Brown summarized the 15-16 Jan. ALG meeting, in particular the Budget Boundary Constraints of the 3-Way ALMA Project (document sent to ASAC members on 18 Jan.). He stressed that the estimates presented are preliminary, but that it will be required for the ASAC to (re)set priorities. These will then provide the baseline for the tri-partitite project. This issue will be fully discussed at the Florence face-to-face meeting. 6. AOB R. Crutcher asked about final decisions on the ACA. M. Yun said that a memo is being prepared, and S. Guilloteau will have simulation results ready a week before the Florence meeting. 7. Next Teleconference It was agreed that the next ASAC teleconference will take place after the Florence face-to-face meeting. The date and time will be decided at the Florence meeting.
