Historical Process for ASAC Member Selection The current membership of the ASAC was grandfathered from amalgamation of the ESAC, the advisory committee for the LSA and the MAC, the MMA Advisory Committee. About half of the members of the MAC became the eight ASAC/NA members currently on the committee. Before the April 2001 ACC meeting, the ASAC was enlarged to include eight Japanese members also, reaching its maximum membership of 24. Each ALMA partner also has two non-voting representatives on the ASAC, the Project Scientist and one other member. Thus the total membership could be 30 scientists. During mid-2001 Tetsuo Hasegawa, a Japanese ASAC member, was appointed to become ALMA-J Project Scientist, replacing Ryohei Kawabe, who joined the AEC and lost his seat on the ASAC. This left Japanese representation at one less than the other partners. In October 2001 the ACC suggested that all Japanese members assume observer status; the ASAC at that point had sixteen voting members. Two ASAC/NA members reported a desire to retire from the committee, and in December-January 2001-2 the ALMA/NA Project Scientist and the ALMA/NA members of the AEC developed a list of nominee candidates to replace those two members. In consultation with ACC member vanden Bout, the list was reduced to two candidates. The ALMA/NA Project Scientist contacted the candidates and determined that they were available and willing to serve. An announcement was made in February 2002 that these two members had joined the ASAC to replace the two who had left. The process was somewhat ad hoc and should be formalized by the ACC. I suggest that the process be: 1) Development of a list of nominee candidates by the Project Scientist and AEC representing the ALMA partner involved 2) Determination of the availability and willingness to serve of the nominees 3) Selection of the final candidates by the ACC members representing the ALMA partner involved 4) Announcement of the selection to the ACC, who will pass its announcement through the Project Scientist to the ASAC
